Abstract

This study aims to analyze the effectiveness of Village-Owned Enterprises (VOE) policies in Percut Sei Tuan District, Deli Serdang Regency. The research uses a qualitative approach with a case study design. Data were obtained through interviews, observations, and documentation, then analyzed using the Miles and Huberman interactive model. The analysis of policy effectiveness refers to Riant Nugroho's theory, which includes the dimensions of correct policy, correct implementer, correct target, correct environment, and correct process. The results show that out of 18 VOE in Percut Sei Tuan District, only four are still active and effective, namely VOE Karya Bersama, Bandar Setia Sejahtera, Mangrove Maju Bersama, and Sejahtera Berjaya, while the other 14 VOE have not been able to operate their business functions optimally. The effectiveness of a policy is shown through its implementation in accordance with regulations, relatively strong institutions, and the economic and social benefits felt by the community. Factors affecting policy effectiveness include the quality of human resources, the managerial skills of administrators, support from the village government, alignment of business types with local potential, and community participation. This study shows that the success of Village-Owned Enterprises (VOE) is not just determined by compliance with regulations, but also by the institutional capacity to manage businesses and provide sustainable benefits for the village community. Therefore, strengthening the capacity of managers, ongoing guidance, and increasing community participation are important factors in supporting the success of VOE as an instrument for empowering the village economy.
